Rock Candies are 'food' items sold at the Rock Candy Vendo, they are essentially the industrial equivalent of Rock sacks.
The Rock Candies themselves are a form of non-lethal weapons, capable of knocking out Sligs without alerting the rest of his comrades. Doing so allows one to grant good Quarma and loot the Slig at the same time, although it requires a few Rock Candies to actually leave a Slig comatose.
As a crafting item, a Rock Candies are a crucial ingredient in creating the Jawbreaker.
